Touched personal phone and started to work with foods before washing hands; educated manager and advised that all employees wash hands;

[53A-11-4] No person in charge present during hours of operation. When asked who was in charge during the inspection no person was able to answer. Employee made a phone call to CFM and she stated she was in charge but wasnt here at the moment. Educated that a person in charge, if no manager available must be left in the establishment.
