Pasco County Restaurant Inspections: Rodent Droppings, Live Roaches, and Expired Licenses

A restaurant operating with an expired license. Raw sewage overflowing behind the building. Cooked chicken stored below raw meat. And that’s just one place on the list. Pasco County has 19 restaurants currently carrying an F grade — and the inspector notes read like a health department horror story.

The majority of Pasco is clean. But the bottom of the barrel is genuinely alarming.

The 5 Worst Restaurants in Pasco County

Ranked by InspectFL Health Score, lowest first.

1. El Paisa Sports Bar & Restaurant — Score: 37 / Grade: F

New Port Richey. This one checks every box you don’t want checked: operating with an expired license, cooked chicken stored below raw food in the cooler, and raw sewage overflowing behind the building. The sewage issue required a plumber and a meeting with the building owner to resolve.

2. Pam’s Country Rest — Score: 53.3 / Grade: F

Port Richey. The inspector found a live roach under the prep table and 10 rodent droppings by the three-compartment sink — a repeat violation. That’s both pest categories in one kitchen.

3. Bangkok Sushi — Score: 58 / Grade: F

Lutz. Inspectors found 12 cooked ducks at 52°F — well above safe holding temperature. Dented and rusted cans triggered a Stop Sale. So did cracked shell eggs. Food stored directly on the kitchen floor.

4. Whiskey River on the Water — Score: 66 / Grade: D

Port Richey. Dented and rusted cans (Stop Sale) and fruit cups left exposed at the bar area. The bar-and-grill setting doesn’t excuse the food safety basics.

5. Tops An American Grill — Score: 65 / Grade: D

New Port Richey. A cook cracked eggs, removed a glove, handled egg shells bare-handed, then touched clean plates without washing hands. Also cited for eggs held unrefrigerated with no time marking and a bottle of root beer sitting in the ice bin (Stop Sale).

Showing Signs of Improvement

These restaurants were in F territory when we first published this report but have since improved to a C grade. The violations are still part of their history, but newer inspections brought their scores up.

Breakfast Station — Score: 72.5 / Grade: C — New Port Richey. Previously one of the lowest-scoring spots in the county, recent inspections have improved their standing.

Americana 50s — Score: 74.8 / Grade: C — Holiday. Previously cited for a live roach by the ice machine. Score has improved since.

Mr Donuts — Score: 79 / Grade: C — New Port Richey. Previously cited for food with mold-like growth and handwashing issues. Score has climbed significantly.

These restaurants have a perfect 100 — zero violations across their inspection history.

What This Means

About half of Pasco County restaurants hold an A grade, and 168 have perfect records. But the 19 F-graded spots aren’t just missing paperwork — they’ve got roaches, rodent droppings, raw sewage, and food sitting well above safe temperatures. These are the kinds of conditions that send people to the ER.
